Hongkong has for long been one of the dependencies of England, all the inhabitants of which are subject to British Authority and the writer believes that it must be well known to every one to what protection they are thereby entitled. Notwithstanding this, Chan J'ai, the Commander of the Ngai San Cruizes, having arrived from Luchkreis at Hongkong, presumed to make an arrest under his own authority. Such conduct not only evinced entire disregard of British Authority, but also a studied neglect of International law.
